Pure fentanyl is lethal. That said, much easier to deal with someone on fentanyl than pcp. Or bath salts. Or crack.
A completed wall with guard towers every mile and armed sentries with orders to shoot anyone coming over, through, or under the wall would do 90% of it.
But I'm still in favor of a 1/4 mile wide mine-field with underground acoustic detectors.
I might also add towers spread out along the border with short range tracking radar and automated mini-guns for ending the smaller drug carrying drones.
There is existing tech to end this scourge.
What is lacking is the will power to do what is needed.
Make me the Border Czar and I'd end the border problems in short order....

Yeah I'm well aware that is highly unlikely. I'm also aware that it's highly unlikely to do anything about fentanyl. Remember the war on DRUGS? it stopped nothing.
You can certainly retard the flow of drugs. We have done that and we'll continue. It's the only option that is even partly viable.
If you don't slow the flow down, you'll have even more addicts to "fix"...almost none of whom you can actually fix.
