1) It doesn't matter if he recommended charges or not - Garland was NEVER going to charge Biden.
2) If he wanted to stay in the good graces of the Swamp he needed to find a way to dig at Trump, even though he admits that it's not his job to even make an assessment in that case.

You also realize the "proof" you provided was ONLY related to the classified docs purported to be in the VA home. There were several classified documents in multiple locations.
