This country has domestic enemies simply out of control.
Better solution IMHO...allow business/property owners to shoot to kill anyone who threatens their business/property with violence. Do this only under an emergency basis. Normal rules of deadly force to be the rule unless there are violent protests. Allow anyone of these, the governor, mayor, police chief ,or the sheriff to declare riot status. The others should not be able to countermand any of the others. Set time frame to end and allow legislature to convene to override. I want it easy to declare with time limit and hard to overrule but not impossible.
Now when Joe Bill Bob opens up with his semi-auto rifle and 10-15 of these punks end up in plastic wrap at the morgue this crap will stop.

Two items here: 1. I've worked in riots, you arrest any person assaulting LEO, looting, destroying property, immediately. 2. You never allow inmates to run the asylum.

No doubt..you might as well not have any LE show of strength if you are forcing them to not enforce the law. I worked a riot in Dade county in 1994. A state trooper was struck with a brick and returned fire with a single shotgun blast that essentially blew the guys leg off. They dropped their bricks and went home after that.
