Illegals can not vote in federal elections, it's against the law. So talking about illegals and how they impact elections is an odd conversation. There are also clips of illegals saying they are told to say certain things on camera. He was always going to change Trump policies. Just like Trump changed Obama and Obama changed Bush. That's why executive orders should never be viewed as real laws.
I don't think Biden is a wonderful freedom living old man but I do think he believes in America being open to immigrants. Also, the shift/push to bring in illegals and granting them asylum started under Bush. Remember "compassionate conservatism?" Guess he wanted to help the democrats win!
FINALLY you mentioned states and not surprisingly they doesn't fit your theory. Colorado has been going mostly blue since 78, California since 92, Texas mostly red since 80, NM mostly blue since 92, AZ went mostly red since 76. Florida is mostly red and hasn't had a Democratic Governor since 94.
The actual facts does not show the Democrats benefitting from that theory. More data shows that Hispanics lean more conservative and becoming more republican and yet the democrats have not changed their stance on that. So they are doing something that studies shows is hurting him. Odd stuff

Illegals are now issued social security cards for identification purposes.
They can get drivers licenses in many states. You can use either to get an absentee ballot. In the last election a bunch of states pushed for mail in ballots and the dem_ have been fighting voter ID on the grounds of racism FOR DECADES.

You are looking at 1 election in FL, what happened AFTER that election and BEFORE that election. Minus that race the Rs won the Latinos with Scott and they won it last year. Also, FL elections were typically within 2% in the governors race. The craziest part is that you are not factoring in the candidates and what was going on at the time. Like NY governor race was ~7% due to a bad candidate. Explain that? One close race means the theory is working? while we just ignore the races after it? Do you actually read what you are writing?
No illegals can't vote period in federal elections. That has been examined by the Federalist society and heritage foundation, 2 extreme right groups. They didn't find illegals voting in elections to be a thing.
