1. Planned Parenthood guy - this one is easy. Have you seen his picture? He is obviously psycho and should never have been sold a weapon by whoever he bought it from. I would make someone that looked that that get a note from a psychologist before ever obtaining a weapon.

And they should be limited to one small caliber weapon for self defense purposes only (no AR's, etc.)

Tough gun laws can't really work in isolation. If you ban guns in California, there's nothing stopping people from getting a gun from out-of-state.
The only way that a gun restriction can work is if it is applied on a national level, such that the restricted guns are difficult to obtain anywhere in the US. Obviously that doesn't fix the problem of there being over 100 million existing handguns in the country, but it would at least start the trend back downward.
It's sort of like baseball cards. A lot of extremely rare cards today were quite common decades ago.
Eventually, it would get to a point where only well-connected, or wealthy, criminals have handguns due to the scarcity and expense.
