I think he was worried that if he didn't shut the prosecutor down that Hunter, or perhaps Joe himself, may have been in peril. Maybe not but it was certainly a possibility because Hunter's deal was dirty AF. He got that spot because Burisma and Ukraine wanted influence from the American VP...and that, of course, is some swampy horseshit.
