It's a federal law. Only federal authorities can enforce immigration INTO THE UNITED STATES. That doesn’t make illegal immigration legal nor does it make it a civil matter.

I can (and do) enforce immigration laws when I have federal authority...and that happened under Trump. They do not go through my court system however; that is a federal matter.
