Of course...even Detroit has better order than many of these cities because they allow the Police Chief to do his job. You strip the Police of their authority and you invite civil unrest.

While I've been to both Seattle and Portland Or (also been to Portland, Maine), but I was never tempted to stay for long or live in any of them....
