They are called sheep from the book Animal Farm. The pigs were the government/media/authority figures. The pigs often made rules that contradicted earlier rules, and when this happened, the other animals scratched their heads and pointed out the hypocrisy.
At this point the sheep, who were known as the animals at the farm with the lowest intelligence and no critical thinking skills, simply repeated what the pigs had claimed until the rest of the animals gave up and moved on.
