1) He has the war chest.
2) The delegates are bound to HIM.
3) He is a sitting President, and the 25th requires Congress. Plus it's a messy process that could drag out.
They have no power. They can't just pick whomever they want. He has to be the person to step down, or he has to pass away. Those are the only two outcomes.
