Should be implemented before Forrest Trump goes all "Dr Strangelove". If it is not used now when we obviously have a lunatic in the oval office then it should be abolished. (Of course implementation requires the cooperation of the Vice President. Pence would need a double dose of testosterone before he could gather the courage.)
