Not needed. The states already have that power, and any law is useless without enforcement.
The hierarchy:
1. The People -- Rebelled against King George and won. He passed his own King's Sovereignty to the PEOPLE of the 13 colonies. Those FREE SOVEREIGN PEOPLE, through their elected spokesmen, wrote the Constitution to begin with.
2. The 50 states. (does not include 5 major territories i.e. federal states, and various islands)
3. The 3 branches of the Federal Govt, with the limits placed on them by the Sovereign People's Constitution.
The President of the United States
manages the operations of the Executive branch of Government through Executive orders. After the President signs an Executive order, the White House sends it to the Office of the Federal Register (OFR).
So, executive orders can only control things that are already under the control of the
'Executive Branch' and those orders are
limited by the restrictions placed on the entire federal government by the limits of the Constitution.

DO TO US.
The Freedoms of the people are not stolen all in one big haul. Freedom, like a log of bologna, is eaten one thin slice at a time....
JMOHO, but the freedom log has been greatly diminished thru inattention of the people over the last 250 years.
