Can someone explain the opening drive penalty?

First and 10 from the 25 we false start. Ball placed on the 20. Next play UCF jumps offsides. Free play Emory runs to the 28. Why decline for 2 and 7 vs 1st and 10? I'd take the extra down over 3 lousy yards.

The critical point is which UF player started the game with yet another FALSE START.
I've been begging for that chump to get benched for the last 2 seasons.
He's been good for at lease one FS in nearly every game he's played at UF.
Nothing personal, but I'm damn glad that he's finally finished at UF....
(he must have known someone, or he knew where the bodies were buried)
