No, I worked on several cases with federal agencies (most notably the Noriega trial and operatives in Peru). I also worked with the CIA/DEA in my past in the Caribbean law enforcement sting to apprehend drug smugglers/cartel operatives (USCG). What you are saying is just a generalization, not fact.
This is the greatest country in the history of civilization. That doesn't mean we don't make mistakes occasionally. Our actions in Central and South America undoubtedly kept communism mostly out of this hemisphere but certainly had far reaching repercussions as well.
