I don't know if any reg would have stopped it. There are many regs and laws on the books that don't come close to doing what they're supposed to. The derailment may be more human error or failure to monitor than anything else. Did train personnel have knowledge of a bearing that was overheating before it got to the critical stage of failure. Regs and laws only go so far. Isn't it against our laws to sneak into this country?

Regulation will NEVER prevent something like this. You cannot wrap the world in enough bubble wrap to keep it safe. Every nanny-state has proven this and continue to do so.
What will vastly reduce stuff like this? Competition and profit greed. Companies cannot save nickles on bearings while paying dollars on accidents for long. That math doesn't work. But in order for this to work, there must be competition on that rail line.
