No it isn’t common.Interestingly, I looked up the last time a Pope spoke or taught ex cathedra and it was in November of 1950 by Pius XII, so it's not a very common occurrence.
No idea, but worth watching. One thing I think is interesting that the Pope wanted to take a meeting with Vance right before he died. Would also be interested if he met with any other world leaders over the weekend. It follows a tradition of almost 2,000 years but it has evolved over the centuries.And further to your point, I don't think the public has any sway or influence with who become a Cardinal either. It's not like there's a voting public that determines who is in leadership in the Catholic Church. There is also no accountability with that system either, for what that's worth.
