And the amazing part is, the borrowers will get almost no benefit. If you have over $10k in debt, the lenders will simply bump up your interest rate to wipe out the reduction.

Yes my logic is that the US has an history of spending money on worse. So to help people drowning in college debt, which will impact minorities the most, I am all for it!
As a conservative/republican, I don't expect you to like it. ~40% will typically dislike a presidential decision no matter what. Not every bill/law is for everyone.
