It seems like an obvious question, but I am not so sure anymore. One would think Napier gets to make that decision. However, Napier loves running 2-3 TE formations. He loves creating all that pre-snap motion. He throws the ball deep in order to help the down hill run game. Not the other way around. Now, we have clearly spent a ton of money on loading up at wide receiver and nowhere near that amount at the TE position. I would argue our 4th or even 5th best WR is an overall better player than our #1 TE. Therefore, it just strikes me that Napier is not actually the one getting to decide how the NIL budget is spent. So who does decide? And why is there a disconnect between him/them and Napier?
