I believe a universal voter ID card is a great idea, as long as they are free and set up in such a way that even the poor and yes, even the homeless, are capable of getting one without hurdles. Hurdles such as proof of residency, which is pretty tough for the homeless.
In return, I want to see a much greater effort made to provide access to voting for those for whom voting is a hurdle. It's easy for you or me, with our homes, and our cars, to drive to the DMV, show 3 forms of proof of residency, get an ID, then later drive to the precinct and vote. But for those without transportation, or a legal address, it is extremely difficult to accomplish those things.
So let's make one concerted, bipartisan effort, to make it practically impossible for illegal votes to be cast while at the same time making it extremely easy for legal votes to be cast. Anybody else on board?

However, the fact that they do not have a utility bill with their name on it does not mean they lose their right to vote.
