Actually there is a simple fix. Allow defaults , bankruptcy and the market to decide who gets a loan. Gubmint rigged the system as usual and it failed as usual. Tuition would be much lower if the clients/students could not get a loan. Ultimately you have to have butts in seats. If someone is super poor then they can get Pell and scollies. Some might be left out and others might have to WORK their way through.
