During the 1990's, college football started resembling professional wrestling. This was largely led by the three thug programs in the state of Florida.
All kind of fights, crazy and excessive celebrations, showboating all over the field, and taunting the opposing teams.
Nothing was done by the individual schools to clean this mess up as long as they continued to win. Finally the NCAA stepped in and passed a series of rules to clean it up:
15 yard penalties for excessive celebration, taunting, and showboating
15 yard penalty for any player who voluntarily took off their helmet on the field. Many players did this before their showboating, excessive celebrations, or taunting
Players involved in fighting were ejected and also suspended for the first half of the next game.
