Look, Joe’s a little “handsy.” It ain’t a great quality, and we’ve all got stuff we need to work on. But if we’ve learned anything over the past 4 years, it’s that at least half the country has no problem tolerating a philandering misogynist with abhorrent behavior...so we can probably handle whatever Joe can throw our way....

IMO Joe isn't "handsy", but he certainly has an issue with personal space. If you really look at his actions, he seems to be talking in the ear of these women in these situations. Granted, he is touching them on the arm or shoulder a lot of the time, but that seems to me to be as much for balance as anything.

Personally, if it were me, I'd be a little creeped out to have Joe in my ear like that. But it isn't anything actionable to have someone lean in to talk to you in a loud place.
