Football Proposed rule for SEC dealing with portal transfers within the conference

I think it sucks that some SEC coaches apparently lack the ability to evaluate, recruit and develop their own players (such as Kelly, Kiffin, Heupel etc.) so they have to poach other SEC schools for developed talent. So my suggestion is:
SEC players in the portal would be labeled unrestricted transfers or restricted transfers
Unrestricted transfers
can transfer to any school without penalty and consist of any player:
1) told by his coaching staff he is a better fit elsewhere and not offered NIL money, thus he can transfer anywhere including other SEC schools
2) graduate students can transfer anywhere including other SEC schools
3) any SEC player that transfers to a school not in the SEC
However any player who wants to transfer from one SEC school to another SEC school and does not meet the first two requirements above would be labeled a restricted transfer.
Any SEC school that accepts a restricted transfer would have to pay the school the player is departing a development tax. The development tax would be $100k per year that player was on the departing school's roster, RS and/or active. (I chose $100k per year because that seems to be the consensus on this board of what a year's scholarship is worth, all things considered).
Does anyone think LSU would have paid UF $300k for developing Pyburn? Ole Miss $400k for Princely? UGA $200k for Etiene?
I am not a lawyer nor do I know all the nuances of the transfer rules but I think the SEC could implement this rule without legal implications. I do not think it is restraint of trade because there are over 100 schools a SEC player can transfer to without penalty that are not in the SEC. Let other conferences' schools attempt to poach whoever they can afford and let SEC schools poach anyone not currently in the SEC. But SEC schools should not be allowed to cannibalize each other without penalty.
