He is tapping into the oil reserves because he is pushing the green new deal. Part of these infrastructure bills are being "paid" for by Biden quietly selling off the US Reserves to Europe. Also, per the bill, the US will be decreasing the reserves from 600,000,000 barrels to 250,000,000.

Well, Biden and Obama before him are/were actively destroying the coal industry. Coal is used to produce electricity. How are you going to charge all those vehicles? Currently, there is not infrastructure to support a massive increase in electric vehicles. Currently, solar and/or wind doesn't produce enough wattage to really do anything. Also, what do you do with all the electric car batteries that only last about 7 years. They would become toxic waste.
