It's actually very easy to understand.
The Democrat party has made a living pushing identity politics. It's literally the only move they've got. They're stance on any issue is disastrous. They frame every issue as 'victim vs oppressor'. In this case the minority (Palestinians) is the victim, and the majority (big bad Israel) is the oppressor. As a matter of policy, he cannot reach out to the oppressor he must tow the party line and reach out to the victim.
