Barry says the "bad apple insurers" are to blame for people losing the policies they liked and wanted to keep.
In all fairness, he could legitimately believe what he is saying. After all, he probably still has no idea what was in the bill he signed into law three years ago.
He doesn't know and he doesn't care...the details are meaningful. The bill was intended to be a clusterphuck, and is the last step to total govt takeover of healthcare.
