I don't believe that the House will settle an election unless and until fraud has been proven or there is some other unforseen deadlock. IMO the election will stand until the election cannot stand...if you will pardon the oversimplification.
So that leaves two possible scenarios imo...Biden or the SOH as acting POTUS until it is settled. That 2nd option even seems farfetched and would create a constitutional crisis far beyond anything that we've ever faced.

I believe that at some point things are certified by dec 8th and congress will have to vote to accept that or not. If enough are rejected and no one gets 270 then the vote goes to the house. If two sets of electors are sent then one set can be seated or both sets rejected. Hawaii sent 2 sets during Nixon/Kennedy. One set was accepted. I dont see how SOH delays this constitutional duty.

I'm out of my depth at this point on constitutional law and congressional duties.
My thoughts are more on human nature I guess. I'm thinking that if we have had an election, and that election has not been proven to be fraudulent or defective, then the public and the politicians would be more likely to rely on those results rather than change them with a house vote.
The implication would be that a few people decided the election rather than the American electorate. Freaking chaos would surely ensue and I doubt many politicians would want to shoulder that burden.
But I think you understand the in's and outs of the constitutional law better than i do so maybe you are right.

If it gets that far then it was defective and maybe fraudulent. The counters could be using an invalid process to count the votes but doing so in good faith by following court or supervisor orders. Then the votes are defective without being fraudulent. I think we have already seen that this election was defective because of the current mess.

On the first part, we suspect as much but I don't think we can prove it...at least not yet. It's possible we won't be able to. If we can't prove it, how do we ignore the results? It's not about what we "know," it's about what we can prove.
Even irregularities don't prove altered results. I swear I'm not trying to play devils advocate, I'm just trying to understand and follow the process.

She says that she has an affidavit from a “high-ranking military official” who observed the Hugo Chavez administration tampering with the election using software by SmartMatic.
She said that the software has a backdoor and that votes can be changed without the voter’s knowledge.
She also said that around 450,000 ballots were only marked for Joe Biden. That sounds like a lot until you consider that it’s around 15% of the total ballots for those states.
I did not hear her assert a clear allegation of fraud in the 2020 election. Maybe this is coming later, but so far all she seems to have said is that it is technically possible that someone could have committed voter fraud.
I noticed that she revealed the details with rather melodramatic flourish that suggests to me that she is more concerned with undermining the public’s confidence in the election than winning an actual legal case.
Again, maybe she will make more specific allegations in court. But so far, this does not sound like a serious case.

Mueller did not exonerate Trump. He said that he cannot indict a sitting president. And several of Trump’s lackeys were convicted of crimes.

She is an attorney who is choosing her words carefully. “This is a massive election fraud” is intended to sound impressive to the general public, but it’s not really a specific allegation.
Until she files a case, it’s not clear what she actually has, if anything.

Nothing about his statement suggests that Mueller concluded that the Russian allegations were a hoax.

I am convinced this election was fixed and I cling to a small hope that the fraud can be exposed. But, when I see the trail going thru Chavez/Venezuela I say to myself "what"! I can't quite see this and become more and more suspicious. I mean it could be an elaborate winding trail but I am doubtful.
