I'm sure it's coded and a message to the Deep State. I've seen a few people guess that it means they killed a backchannel that Deep State was using to communicate, which has happened several times already.
Or it could be a reference to rbg in some way.

The U. S. has a 2 tier justice system. A citizen was spied on in his run for president. Overwhelming evidence abounds. There is nothing hard here. This is not quantum mechanics. Will Barr fix it?
Reminder: The IG in his last report (I believe in 2018) actually made a criminal referral against Comey, but the DOJ didn't press forward with it. The thought at the time was that there were bigger charges coming for Comey.
