Is he specifying a very low dosage?

Remember what the "white coat" doctors said the effective dosage was in their practice. Also remember the two studies used to prove HCQ was dangerous and what those dosage levels looked like.

If concentrations of 10um are light, what does that say about the more modern studies done on HCQ? Surely they didn't intentionally overdose people and cause heart problems to keep a cheap treatment from being used? Surely...
