One trait that most Trumpers seem to have in common is overconfidence. If Pence has to "toss it to the house of representatives," then that wouldn't be unilateral, would it?
And it doesn't matter, because it's incorrect -- as of 1887.
The procedure for counting electoral votes is governed by the Electoral Counting Act of 1887. One of the objectives of the act was to reduce the discretionary power of the president of the senate. By that time, VPs were conventionally on the same ticket as the POTUS and therefore an interested party.
