It doesn't require it but it supports states that does. So it's inaccurate to say that Democrats don't support it. it's also inaccurate to say it's the main issue. I believe the main issue is gerrymandering. Something McConnell spoke on, which shows how important gerrymandering is to the democrats. I'll even put selecting electors higher. Biden speech spent a great deal on that.
