Good but they need to be on "probation" while we verify compliance and that there are no side or hidden deals with anyone.
US Navy needs a free transit deal.
How they determine rates needs to be discussed and some deal reached that sees our hand is guaranteed in the calculus.
Also if we have a defense treaty, that may need to be revisited to ensure we get a cut of the money too. Send it straight to the debt.
Oh and payment by all countries must be in USD.
Did I leave anything out on the Monroe doctrine and America first?
