It wasn't exactly a big point of discussion in Greg Sankey's introduction as the next Commissioner of the SEC, but he stated that the league hasn't yet decided how to handle the cost of attendance. To me, it only makes sense for it to be the exact amount nation wide if possible, but certainly by conference at the very least. Otherwise, it can be (and really was this past cycle) used as a recruiting tool.
If school A is offering student athletes $2,000 for cost of attendance and another school is offering $6,000 - the school offering the 6K would use that as a recruiting tool - that you can get 'paid' more there.
I really think there has to be a set amount across the power five conferences. Certainly among the teams in each conference. Otherwise, it could become a bidding war if team A can afford to give its athletes (and it is all scholarship athletes) some ungodly amount that say a Vanderbilt can't match.
That isn't the intent of this rule.
