WASHINGTON (Reuters) -The Louisville, Kentucky, police force routinely discriminates against Black residents, uses excessive force and conducts illegal searches, the U.S. Justice Department said on Wednesday, following a probe prompted by Breonna Taylor's killing in 2020.

The probe found a wide-ranging pattern of misconduct by police, including using dangerous neck restraints and police dogs against people who posed no threat, and allowing the dogs to continuing biting people after they surrendered.


At a news conference, Garland said the department had reached a "consent decree" with the Louisville police, which will require the use of an independent monitor to oversee policing reforms.

It may be true...I have no intimate knowledge about how LPD operates. That said, I'm unlikely to take that on faith merely because Merrick Garland's DOJ says so.

Again, I've never worked for LPD nor do I have intimate knowledge about their practices, but in my anecdotal experience, I tend to see black cops tougher on black people, white cops tougher on white people, women tougher on women and men tougher on men.

Is that fair? Probably not...but it is human nature imho.

I will tell you this, and I truly believe it...all of the above cities suffer from a failure of leadership. And they've all had a long history of democratic leadership (I'm not sure about Ferguson but I suspect so).

I don't think that is a coincidence. We're now watching cities that were historically conservative that have become liberal havens fall down that same rabbit hole.
