I’d say look at the programs that we know about administered by the CIA vs the spying that the NSA does. You could argue the CIA has committed crimes against humanity under the guise of the US government vs spying.
And I'm okay with some of that. Those agencies were created to protect us, not persecute us and make us enemies of our own country. That's when these assholes made a sharp wrong turn.
