While we continue to recruit at a good but not elite level, is blaming Mullen accurate?

what if it’s not Dan and It’s the school/administration?
What if the school is not willing to go to the extent of recruiting as the elite recruiting schools. I know in the past it’s been mentioned several times with assistant openings that the administration wouldn’t sign off on hiring coach X (elite recruiter)
Fuchs came into UF into 2015. Since then recruiting has been average to above average. Is that do to Mcelwain and Mullen not recruiting well or are we not allowed to keep up with the elite schools in the recruiting game?
Just something to consider, IMO. Not recruiting at elite levels may not be completely on Mullen and may not change in the future even under a different HC and staff.
