Forget to answer this part. Tactically you're always in a better position if you're behind the subjects vehicle. I know pulling in front makes more sense to prevent a pull away and car chase but it gives the bad guy an equal shot if he pulls out a gun. If you're behind he has to get out and turn to shoot you with no door to protect him from return fire. The police vehicle should also be slightly canted so that the front of it will also offer some protection.

I'm not sure what you're referring to with regards to handcuffing him at the trunk. I'm not sure I've seen all the videos in their entirety.
This appeared to be a single patrol car ...usually I see two and one is angled such that its wheels are not parallel with the other vehicle and it forces most drivers to change lanes. In some ways it may be more dangerous but it makes it safer to be next to the drivers door. It seems all the pat downs and handcuffs are at the trunk but as soon as he resists everyone is rolling around on the highway. If you have him on the passenger side rear door its hard for him to fall over into traffic.

Ok, now I understand. I think many departments do that so that it is captured by their dash cameras. Also you want them away from their car doors.

And you are correct, by angling the patrol car compared to the suspect vehicle, you have created a tactical advantage near the driver's side door of the patrol car. If possible, I go further off the road than the suspect vehicle and turn a bit sharper. That gives me the advantage but keeps me away from the roads edge.
