Correct. The tattoos are of the symbols used by MS-13 gang members. The letters were superimposed to make it more clear for the media. You talk to any LEO who deals with gangs, they will tell you what those symbols mean.
I had to ask a friend of mine who retired after nearly 30 years at the Jax Sheriff's Office to interpret all kinds of graffiti on building walls and cargo trains.
