According to the Congressional Research Service, former President Bill Clinton made 139 recess appointments, former President George W. Bush used the process 171 times, and former President Barack Obama made 32 recess appointments before the Supreme Court effectively put a stop to it.Donald Trump and Joe Biden have made no recess appointments during their presidencies, also in large part due to the high court’s ruling.
SCOTUS basically said recesses need to be longer than 3 days to justify recess appts, but wasn't really clear on much else regarding the subject.
