The rise in minority jobs has more to do with inner city rebuilding and demolition of projects and section 8 housing that were substandard. Detroit, Birmingham, and Cleveland (to name a few) are taking advantage of these urban renewal programs introduced under the Trump administration and Dr. Ben Carson.
