If he truly has serious receipts, he'll get someone in PA to a file a lawsuit and move to have those receipts admitted as evidence. If he just publishes another "report," it's just more political theater.

I think that's the payoff. Show the proof, then after everyone gasps, point out "And we showed this to the judges, and they said we had no case".
I think that's what is happening now, take the evidence to the courts, the courts say no evidence, then show the evidence to the public.
