As I have stated in other threads, it only makes sense that the new hires will come on board after National Signing Day. My reasoning being that they are part of other college staffs, and they don't want to disrupt their recruiting.
Now, apparently there is a new reason - perhaps no one has been hired yet at all.
So it doesn't get buried in the Scott Stricklin speaking in Orlando thread - here is Mquinoy's post of what Stricklin had to say on the subject:
Assistant football coaches will wait until after recruiting. Mcelwains focus is on recruiting and not on filling coaching vacancies. Currently using off field guys to fill allotment of eligible recruiters. Stricklin has given coach his full support in that decision.
