I called and spoke with a representative of the National Letter of Intent issuance agency (it is not affiliated with the NCAA) and much to my surprise (Blake and I had this conversation a couple of weeks ago), prospects who have yet to take a standardized test are permitted to sign LOIs.
So, it appears that (as Blake alludes to in his Fearless Forecast) Robinson will be able to sign on Wednesday if he so chooses.
