Are you surprised at Texas schools being higher or lower than what you thought? It's the second largest state by area and population so just on numbers they're going to be ranked somewhat high.

I listed the criteria that U S news is using to evaluate schools -

"... The range of undergraduate majors, plus master's and doctoral programs and the research programs and dollars are what U S news is looking at."

State area & population have nothing to do with the academic ranking compiled by U S News.

The money, represented by these factors
(area & population which equates to Money !)
can obviously have a significant impact on academic ratings.

Brown University #9

located in Providence, RI would seem to typify the criteria U S News used.

:...The state of Rhode Island is the Smallest in the United States as far as surface area is concerned, but it has a healthy population by comparison (not really).

The last official US Census in 2010 showed that there were 1,052,567 people living in the state, and that made Rhode Island larger than seven other states across the country."

NOTE:
The Jacksonville MSA (metropolitan statistical area -

has more people than the entire state of Rhode Island.

With a population of 1,733,937, the Jacksonville metropolitan area is only Florida's Fourth-Largest metropolitan region - Miami, Tampa, Orlando
