Oh, you also had to live in the state for atleast 2 years prior to apply. And “The payment would be an annuity where recipients would receive $123,000 paid out over the course of their life, plus interest,” so about $2,300 a year.

Never said where the state will get the $. Probably from taxes, so techinically, if you quailified, your paying some of that $ to yourself through taxes.
