And why has he done that, at first anyway? Because on probation, they will usually watch you at least a little bit closer.

So, if they'll openly admit to those few violations, it leaves me wondering what the GoB's are keeping under their usual wraps....
During the Phillip Fulmer era, when Tennessee was regularly left to police itself by the SEC office, they always looked okay, if you were looking from the outside in. But somehow, both that claimed great internal compliance, and the NCAA compliance, missed the tennis-sea Team Doctor handing out 'pain-killers' like they were M&M's, until a player became addicted anyway. Then they missed the fact that the dollie fans picked right up were their team doctor had left off, by providing multiple players with the pain-pills, usually for free... (per the TN QB, Ainge, not rival fan claims)
Their Admin will continue to self-report the little stuff, in hopes that the SEC / NCAA won't look any deeper. The $$$ says that's good for TN and for the SEC, so that's the way it's done. JMOHO's of course.
