Our local Sheriff was on the radio this AM discussing this topic.
He told of a story of when he was on motorcycle patrol and saw a driver doing this. He pulled the driver over and asked if he was having an electrical problem as his lights were flashing on and off? He admitted he was being sarcastic to the driver and didn't give him a ticket.
He just wanted the driver to know that he knew what he was trying to do and that it peeved him off.
