May be answering my own question here, but is there any reason to use a different punt returner than kick returner, other than to go with your fastest DB on punt return as a cover man in the event of a fake punt (assuming your top kick returner is a wide receiver or tailback)? In other words, why not also use Powell to return punts? Presumably his hands are better, and he's more fresh than Hargreaves.
