Posting this without complete information - it sounds like a train derailed and the authorities decided to burn the monomer instead of risking it leaking into the water table. I MIGHT BE TOTALLY WRONG HERE, INFO IS SKETCH RIGHT NOW.
But I’m familiar with the base components of PVC. I was hired at my company to manage a PVC product line made by a vendor in 2011. I walked up to a production line on a tour of our vendor and an alarm went off. We were told to “run”. There were lines on the floor to follow. As soon as I was told my nose (and to a lesser extend) eyes started to burn. I couldn’t smell for two weeks and had to file a safety report with the vendor in case I had long term damage and insurance was to get involved.
When PVC burns (which is what happened in my case, the trim board got too hot) hydrochloric acid is emitted. Google it, that’s bad ish. I pray this isn’t what’s in the air 3-4 car hours from me (120-169 miles).
I’ll reserve any other comment until more info comes out, but this thread is what I’m going off of. Hopefully this isn’t true.
