I went out to eat at a Mexican restaurant...little rug rats were running around screaming their heads off...and as expected...the parents said nothing...and did nothing...so, I asked the management about the situation and was told, "in our culture this is the way things are."

My response?..."in our culture...parents are supposed to control their children...and in this culture...I'm paying for service NOT excuses...and I'm also paying for a relatively quiet atmosphere and for food I can enjoy."...the response..."that's how we do it, here."

My response?..."this may be the culture in Latin America but this is the deep South...in the USA."

Since I ate only half my meal...they (the management) received only half of the bill...with no tip.
And I told them I would be putting out the word concerning their noisy, unruly restaurant.

I believe being "pro-choice" is appropriate in this circumstance...parents who cannot/will not control their kids while out in public need a good, ole fashioned pimp slapping across their chops and a verbal dress down...and I consider it my "pro-choice" action to say something about it.

I am also "pro-choice" for adults only restaurants and adults only commercial air fare...too bad many cannot/will not discipline their kids and demand good manners, not only of themselves but their kids.

I'm not with the times it would seem.

End of mini rant.

You sound like a real fun guy. You wanted a cultural food experience without the culture? You want a peaceful meal, go to a high end restaurant, not a Mexican one. The manager was right.

About 85% of the patrons were lily-white...as I am...I wasn't the only one bothered by the screaming/running rug rats.
FYI.
